Fix redaction buttons tooltips (#2750) ...

# Description of Changes

#### Changes:
- Button tooltip text wrap-ability for some buttons.
- Show tooltip for disabled pdf-img on hover.

## UI Changes:

#### Text-wrap when necessary for box redaction:
